Minister El Bouari: Morocco’s AAA Initiative, a Continental Response to Strengthen Agricultural Resilience

Morocco’s “AAA” Initiative (Adaptation of African Agriculture) is an ambitious continental effort to enhance agricultural resilience in the face of climate change, said Agriculture Minister Ahmed El  Bouari on Wednesday in Meknes.

The initiative, which has emerged as a leading African platform for climate adaptation in agriculture, brings together governments, financial institutions, researchers, and development stakeholders around a shared vision, El Bouari said during the 5th Annual Ministerial Conference of the AAA Initiative, held on the sidelines of the 17th International Agricultural Show in Morocco (SIAM).

Today more than ever, this initiative must act as a unifying force. The numbers speak for themselves: without decisive action, Africa could lose up to 25% of its agricultural output by 2050,” he warned.

El Bouari noted that from the outset, the initiative laid solid foundations with impactful declarations, actionable roadmaps, and innovative tools.

He highlighted that the AAA Initiative Foundation has launched a range of projects with international partners, notably the International Platform on Adaptation Metrics (IPAM), which plays a major role in supporting the implementation of climate adaptation frameworks from COP28 in Dubai and the upcoming COP29 in Belém.

According to the minister, this work is guided by robust methodologies and measurable indicators tailored to African realities, to better track and advance climate adaptation progress in the agricultural sector.

He also pointed to the Agricultural Investment Project Incubator (APIA), developed with the African Adaptation Initiative in close coordination with the AAA Initiative, which seeks to mobilize $780 million to support innovative sustainable farming projects across the continent.

Held under the theme “Agroforestry and Climate Resilience: An African Vision for Food Security and Sustainable Development,” the conference gathered African agriculture ministers, financial and technical institutions, development partners, private sector actors, researchers, universities, and scientists.

This event serves as the main policy platform where African agriculture ministers define strategic priorities for the AAA Initiative, aimed at enhancing the resilience of African agriculture to climate challenges—a key factor for the continent’s economic and social development.
